In the late afternoon at a ceremony at the National Palace, the members of the Presidential Consultative Commission, presented the work of the Commission to the President Michel Martelly and makes reading of their solution that not only recommends the resignation of the Government, but much more.

Excerpts from the Commission’s solution :
“The solution proposed […] focuses on calming measures of conjunctural measures, structural measures and patriotic sacrifices […] calming measures to demonstrate the will of the three state power to reduce tensions, which now divide the nation they include: the immediate release across the country of political prisoners who have not been brought before a natural judge and a decree pardoning all those who are already engaged in legal proceedings; the resignation of Prime Minister and his Government, this resignation paves the way for President of the Republic to initiate negotiations for the appointment as soon of a new Prime Minister and the formation of a consensus government; the resignation of the President of the Superior Council of the Judiciary (CSPJ); the resignation of the members of the Provisional Electoral Council (CEP) this patriotic gesture should allow the formation of a new CEP. The adoption of a truce by the different political components […] the organization of a meeting between the President of the Republic and the Presidents of both chambers in the context of the assessment and implementation to the present solution.
Cconjuncturals measures, they are intended to allow the restoration of the proper functioning of state powers they include: the appointment of the Prime Minister and the formation of a government of consensus
derived from negotiations between the President of the Republic and the political components including those of the opposition; the convening of the Chamber of Deputies in extraordinary session on a specific agenda, including among other the vote of amendments to the Electoral Act 2013 and the adoption of the declaration of general policy of the new government; a political agreement to achieve good inclusive elections and harmonize the election time to institutional time; the establishment of the Provisional Electoral Council (CEP) in the spirit of Article 289 of the 1987 Constitution and whose mission is to organize as soon as possible legislative elections and of territorial community […]
The convocation of the States General of the Nation to establish a national patriotic pact should include a protocol of good governance on the rationalization of public management and the moralization of the functioning of public institutions; A protocol for growth and competitiveness in order to create sustainable jobs; the promotion and protection of domestic production and poverty reduction; a protocol of constitutional reform which will define the framework within which could be made amendments to the Constitution, in no case the President in office will benefit from these possible amendments; The necessary reforms in the judiciary to establish the confidence of all citizens in the system, the reform necessarily involves the reconstitution of the CSPJ and the establishment of a non-partisan evaluation process of judges of the judicial system; the strengthening of the Superior Court of Auditors in its mission of monitoring and verification of public institutions. The structural measures can only be implemented after the implementation of conjunctural measures.
[…] The application of this solution requires from all players of sacrifice alowing a win-win result, there should be neither winners nor losers but commitment from all citizens.
Sacrifice for the President of the Republic to recognize that the country is experiencing a serious situation that requires an act of patriotic greatness even by inviting his political opponents to join the executive and formally commit to take no decree-law except those linked to elections during the parliamentary vacuum period;
Sacrifice required by the Prime Minister, who must understand that today his resignation is an essential element in the pursuit of appeasement
Sacrifice for the Senators and Deputies, to vote the amended Electoral Act 2013, as well as the general policy statement of the Government of consensus resulting of political negotiations as soon the convocation to the extraordinary.

On his Twitter account the President Martelly has just published a very short comment “I welcome the highly patriotic work of the members of the Consultative Commission.” What will decide the President before these large requests… is to follow in the coming days…
